Job Summary

The MEAL Coordinator plays an essential role in Educo Philippines, leading the development and operationalization of Educo’s MEAL framework and Impact Measurement System, capacity-building activities related to MEAL, annual and accountability reporting, and knowledge management. S/he ensures that the M&E framework and designed tools and system for data gathering, data analysis, results-based reporting, and knowledge management are operational and up to date. The role of MEAL support in the SPA/province/s in the development of MEAL program strategies is to ensure MEAL in concepts, and innovations, ensure high quality of programs, address implementation efficiency, and incorporate learning, research, and best practices to inform the quality of work of area programs.

The MEAL Coordinator reports to the Program manager (formerly director of Program) and leads the MEAL Unit under Program. The MEAL Coordinator will work closely with Educo’s Global MEAL Teams within the structure of the Program Unit, and Country Office team. He/she may be requested to represent Educo in any capacity-building event related to MEAL, annual and accountability reporting, and knowledge management that is relevant to the Country Program Framework (CPF).

Responsibilities

1. Oversees an integrated service related to Monitoring, Evaluation, and Learning (MEAL) and direction of country office MEAL plan to ensure high-quality programming across all DHAR projects.

2. Lead in the continuing capacity building of technical, project staff and project implementation teams on MEAL framework, impact measurement system, a compendium of indicators, monitoring and evaluation approaches, processes, tools, and other MEAL products. Works closely with program teams and external counterparts to build cooperative relationships that allow for the efficient delivery of Educo projects/processes.

3. Oversees the comprehensive MEAL service to ensure consistent/adequate use of resources, timely delivery procedures, and consistent with quality standards that include analysis and feedbacking sessions of reports, periodic monitoring field visits for reports validation, and tracking the progress of implementation. Facilitate feedbacking sessions and sharing of best practices.

4. Anticipates challenges that ensure the realization of MEA projects/processes. Track progress of implementation from field reports on a regular basis providing timely feedback analysis to the DOP and Area Managers. Together with the Area Managers, supervise the implementation team to ensure high-quality implementation of all monitoring, evaluation, accountability, and learning activities. Collaborate with the program and implementation teams in the development of the Annual Monitoring Plan to ensure results-based project management and consistency with the MEAL Framework.

5. Take initiative and lead in the program review with Area Managers on a mid-year (if required) or annual basis and carry out evaluations of projects to determine effectiveness and efficiency and impact based on the achievement of the CPF and contributions to the Global Programmatic Framework.

6. Ensures the quality of the final products in MEA according to the needs and planning through data verification procedures including routine data quality audits and that it is carried out during the project life cycle. Ensuring all relevant data are stored and analyzed and disseminated for current and future planning, development of tools, project development, learning, strategic decision making, and support advocacy and public relations efforts of the country office.

7. Conduct social research and innovations in coordination with CO Sector Leads/HO focal to support project development and advocacy efforts that support the DHAR Project Development cycle. Provide support to all Sector Lead in the development of project designs and proposals concerning MEAL components.

8. Other matters that may be assigned by the unit head and the senior leadership related to MEAL with the strict compliance of all institutional-related initiatives such as the Child Safeguarding Policy, Code of Conduct (COC), and other organizational policy and initiatives.

Essential qualifications

1. Bachelors’ Degree in Social Work, Education or Social Sciences or any related field. Graduate of another course may be considered if he/ she has the experience and competency requirements of the post.

2. With at least three to three (3) to five (5) years’ experience in management, conceptualization, design and development and implementation, monitoring and evaluation of projects in development organizations or INGOs (consecutive experience is preferred);

3. With at least 2 years of Experience working/leading in projects reviews related to children’s rights child focused organizations is necessary.

4. Having a clear understanding of the development situation in the Philippines and other relevant information related to it.

5. Key knowledge and takes lead in Project management Monitoring, Evaluation, Accountability and Learning and its tools, Budget preparation, development of DIPs, MEAL, and KPIs concerning Education, Child Participation, and Child Protection sectors.

6. It is preferred the point of hire is within the area the position is located.

7. Willingness to travel across provinces.
