Currently, we are looking for ‘Manager – People and Culture’

Job Summary

Reporting to the Country Director, the People and Culture Manager is to provide support in managing employee’s life cycle, in general, and the following functions, in particular: strategic workforce planning, talent acquisition and retention, performance management, learning and motivation, compensation and benefits, career development and succession planning. The position ensures compliance with labor and social legislations and regulations relative to employees’ working conditions. The People and Culture Manager serves as an ambassador for organizational culture and values and ensures their visibility, embeddedness and being are upheld.

Purpose

Assurance of strategic staffing by recruiting right people to right place and retain talent with fair compensation and capacitated staff so that the highest level of motivation can be exhibited by the human resource of the organization. Maintain HR procedures fairly and develop a professional team by ensuring a conducive environment, working in alignment with the overall strategy of the organization effectively and efficiently. Review existing P&C Policy to suggest amendment per requirement and Country Law. Lead monthly payroll system (HR part), Staff separation process including final payment, Country Yearly HR Budget and face HR Audits. Plan, direct, and coordinate the HR functions of the organization. Serve as a link between management and employee. Plan and oversee employee compensation and benefits. Serve as a consultant with other managers advising them on different human resources issues. Work actively to make Educo PH as a ‘Employer of Choice’.

Engagement

Provide necessary support for different team to recruitment, assist different team to execute their capacity building plan, assist them to meet organizational and statutory compliance. Ensure effective and efficient HR advice/service for the best of Organizational development. Maintain a relationship with HR Managers/Heads of HR of other organizations, especially International NGOs, and have updated knowledge on current trends of the job market and development in HR field. Act as a Country level HR focal person in terms of communicating with Head Office and other Country Offices of Educo. Ensure effective communication and liaison with different external HR counter parts and service providers.

Delivery

Ensure recruitment of right people through fair and transparent process, Ensure entire staff awareness about HR Policies, Child Safeguarding Policy, Maintain disciplinary process, Plan staff development accordingly, Ensure the preparation of successful Yearly HR Budget, Forecast HR budget for new Project Proposals, responsible to manage international & national HR Audit, Lead the P&C team successfully, Act as HR Advisor in different situation and Hold responsibility for the functions related with P&C policy development/amendment complying with Country Law, Provide necessary interpretation/clarification of P&C policy, Ensure different P&C services pertinent to grievance handling, salary review, error free monthly payroll, annual holiday list, performance management, PCF maintenance, disciplinary action etc. Lead the capacity building process for staff and arrange in-house and external Training/workshop as required. Assist and advise Management in dealing with all human resource management functions and work closely in critical issues, policy formulation and other P&C matters.

Key Areas of Accountability and Essential Tasks

1. Ensure timely Recruitment, Selection, Placement and Staff Orientation (15%)
– Ensure and oversee an open, impartial and effective system for recruitment and selection process.
– Ensure a least gap between vacancy and replacement.
– Oversee the entire onboarding process to uphold Educo’s stature as a preferred employer brand.
– Ensure Reference Checking before making final Job Offer.
– Supervise and conduct salary negotiation process and Job offer to the selected candidate as required
– Lead and ensure a timely Induction Process in order to provide new employees with basic organizational information and primary acquaintance with organizational policy, procedures, and culture.

2. Professional Development and Staff Transition (15%)
– Coordinate and prepare Staff yearly training program and budget.
– Ensure Training arrangement process both in-house and external.
– Supervise Staff transitions, re-structuring, confirmation, Transfer, Promotion, Re-designation, contract extension etc.
– Provide professional guidance for performance monitoring, review and give feedback to program/ project/ department/ unit heads at CO and Project Offices.
– Build relationships and maintain professional and constructive contact with programs/ projects/ departments/ units and Project Offices and keep them informed about staff issues.
– Provide professional guidance in all cases of staff transition including staff separations.
– Lead ‘Exit Interview Process’.

3. Salary & Benefits Management, Staff Discipline and Employee Welfare (15%)
– Provide a sound program of salary and benefits administration for the Country Office.
– Advise SMT in maintaining a compensation policy to attract and retain talent for the organization at different levels.
– Update regularly management regarding local employment market in comparison with other similar organizations in order to be a competitive employer of choice.
– Provide accurate monthly payroll information, annual increment and other salary change related information to the Finance Department.
– Ensure good employee morale and professional relations as far as practicable.
– Lead all staff discipline, staff grievances and handle investigations with confidentiality and initiate appropriate actions.

4. Organizational Development: Handle Strategic HR issues, HR Policy Development and Enforcement (15%)
– Assist and advise the Country Director on all matters of HR strategic issues and to align Educo’s HR policies in order to achieve the strategic goals of the Country Office.
– Formulate strategic HR policy direction for the Country Office, share those with the SMT for approval and ensure implementation.
– Propose and lead developing necessary amendments of HR Policy as per Country Law and the changing conditions in the local employment market and practice for the best interest of the Organization and employees.
– Ensure proper orientation of staff on P&C Policy.
– Ensure different Communication/Circular on time.

5. Staff Supervision, Personnel Administration and Statutory Compliances (25%)
– Supervise HR team to ensure efficient and effective functioning of HR operations, training and development agenda.
– Prepare Organizational Structure chart.
– Supervise employees group insurance related information and Employees’ Insurance claim benefit Process.
– Ensure accuracy and timely handing-over of separation benefits to the outgoing employee.
– Orient new staff on Provident Fund procedure and ensure accurate receiving of Provident Fund of outgoing staff.
– Lead Monthly Salary preparation process of HR part.
– Ensure staff MIS properly maintained such as leave, medical/maternity benefits, retrenchment, confirmation, transfer, contract extension etc. and ensure an efficient and secure management of all HR department records and personnel files.
– Supervise regular updating and circulation of the Leave status.
– Supervise the accuracy of Employees’ leave.
– Conduct Disciplinary procedure as per Staff management Rule.
– Handle staff grievances and mitigate with the assistance of the management.
– Support and guide team in carrying out day-to-day activities in an effective and efficient manner.

6. Organizational Policy Related Compliance (5%)
– Orient staff on Child Safeguarding Policy and Code of Conduct (CoC) related compliance.
– Collect spot staff acknowledgement on CoC from new joiners.
– Develop and updates P&C Manuals up to date

7. Yearly HR Budget, Handling HR Audit, Documentation, Report Writing and Others (10%)
– Ensure accuracy in Documentation of Employees’ personal & Confidential information.
– Prepare the Organization’s Yearly HR Budget and periodical forecasting of HR Budget as per discussion with concerned SMT members.
– Handle International and National HR Audit.
– Prepare the forecast HR budget for new Project Proposal as per existing salary and benefit package.
– Ensure timely submission of any local or international report as required.
– Maintain effective communication with HO and act as a Country HR Focal point.
– Provide necessary support to the consulting firm (Birches Group) with necessary information in carrying out market survey.
– Maintain effective and efficient communication with different HR networks, counter parts and service providers.

Perform any other responsibilities assigned by organization/management as and when required.

Education
– MSS/MBA (Human Resource) / Post Graduate course is preferred
– Diploma in HRM or any related course

Experience and Requirements
– Minimum 8 years of experience in HR field and must have work experience in mid-level Management position with any INGOs.
– Proven experience in Budgeting and payroll management, training plan, Facilitation skill, Grievance handling, employee compensation plan, staffing plan.
– Proven experience in maintaining HR related accountability
