ORGANIZATIONAL DEVELOPMENT OFFICER

Job Summary

The position provides a broad consultative service to the Senior Management Team and Units and facilitates the initiatives across the organization. The OD Officer determines and suggests best structure, size and competencies that will support the organization to deliver its objectives. The OD Officer particularly supports the SMT in the successful implementation of Organizational Design, Change and Culture Management, and Engagement Program.

The OD Officer reports to the People & Culture Manager and maintains direct and open line of communication and engagement with all members of the SMT and CO staff, at large.

Responsibilities

A. Organizational Design

  • Review organizational structure against needs, trends in programmatic approach & available resources
  • Perform job analysis for all positions and review/revise job descriptions with line managers
  • Ensures alignment of the organizational capacity with the organizational goals

B. Succession Management

  • Identification of the “mission critical positions” and “ready now candidates” in succession
  • Identification of the competencies necessary in preparing the candidates in succession;
  • Recommend findings to SMT and Unit Managers for validation.
  • Monitoring and follow-up of staffs’ individual development and improvement plans

C. Culture Management

  • Ensures alignment of the competencies to support the organizational leadership framework (if no Leadership Framework, create/propose one)
  • Leadership framework is developed, rolled out and evaluated.
  • Leadership competencies are developed and integrated with the learning and development programs.
  • Assess cultural environment, exhibiting emotional intelligence and appropriate sensitivity while maintaining individuality and authenticity.

D. Change Management

  • Develop, implement and evaluate transition plan (work breakdown structure).
  • Determine the impact of the change (process / structure / technology / people).
  • Communicate the plan of change to stakeholders (Unit affected / Employees Affected).
  • Conduct post-transition evaluation (feedback).

E. Recruitment

  • Conduct preliminary shortlisting of applicants
  • Schedule interviews/exams with applicants
  • Prepare documentation of interviews.

F. Learning Program

  • Develop Training Programs that should cover all positions in the organization.
  • Develop at least one (1) Subject Matter expert per Department/Unit.
  • Implement the approved Annual Training Plan (ATP) according to approved budget

G. Employee Engagement

  • Develop and implement annual employee engagement calendar program/activities.
  • Engagement Surveys developed, rolled-out (annually), analyzed and reported to Management, with recommendations.

H. Compliance to Corporate Mandate

  • Comply with all organizational policies and standards such as but not limited to Safeguarding Policy (Child Protection and Protection Against Sexual Exploitation and Harassment (PSEAH)), Anti-Fraud, Whistle Blower Policy, and P&C Policies and Procedures.
  • Participate in any Country Office committee as requested

I. Staff Care

  • Inform Manager on any observed concerns regarding staff care and well-being
  • Provide suggestions that if implemented, contributes to staff general safety and positive work experience

J. Personal Development

  • Attend internally and externally facilitated training events, workshop, symposiums, studies, conference, to enhance level of performance. Maximize the use of ICT for greater awareness of local and global trends affecting development work. Accepts specials objective assignments for skills enhancement and expansion. Shares learning to benefit others

Others

  • Performs other task that are needed to ensure deliverables of project/programs implementation are met.

Qualifications:

  • Bachelor’s Degree in Psychology, Sociology, Human Ecology, Business Administration, Behavioral Science, Organizational Management and other related courses. Graduates of other course may be considered if s/he has the experience and competency requirements of the role.
  • Experience with HR, organizational development, training and staff engagement, change management
  • Experience working with INGOs, preferably with child-rights organizations
  • Minimum experience of 5 years in relevant roles
  • Experience in designing and implementing policies and procedure for effective HR Experience on capacity building of staff, succession management and culture management.
