Job Summary 

 

The Project Officer is responsible for  the direct implementation of all project activities in the area of coverage.  The Project Officer also capacitates the children, community stake holders and partners and other relevant sector by continuing  the situational analysis of school children as impacted by Covid 19 crisis, planning, implementation, monitoring and reporting the status, results and lessons learned from Educos’s interventions and campaigns. 

The Project Officer acts as Educo’s main advocate for child-rights in the area of operations and mobilizes the children, communinity and its leaders  toward the fulfillment  and protection of children’s rights.  

 

Responsibilities 

 

  1. Community Partnership Building  
  • In collaboration with other POs assigned to other project in the same area, conduct session with key municipal and community/barangay leaders to secure their interest and commitments. 
  • Conduct community diagnosis with community leaders/members to identify strengths and weaknesses in collaboration with other POs.  
  • Spearhead the gathering/updating of project baseline data into community profile and ensure that these are communicated in the community in collaboration with other POs. 
  • Facilitate implementation of development interventions through appropriate participatory techniques to improve organizational functions as prerequisites to undertake community – managed programs/projects in the identified areas. 
  • Encourage colleagues to actively participate in interagency municipal/barangay events to foster greater teamwork among development players in collaboration with other POs. 

       2. Project Management 

  • Facilitate pre implementation phase with different stakeholders or proponent groups to surface clarification/commitment /action planning for the assigned project or program area.  
  • Facilitate project implementation based on the operational plan.  
  • Facilitate monitoring and reflection sessions with community partners including children. 
  • Document community projects, activities and processes highlighting effective practices relative to Multi Grade implementation. 
  • Submit to Project Coordinator needed project reports for consolidation. 
  • Provide input to Project Coordinator in the development of DIP, budget forecast and procurement plan for assigned project.  

       3. Capacity Building to Target Groups for Project/Program Sustainability 

  • Facilitate strengthening of local partners – parents and guardians and volunteers to promote project through policy formulation and support community campaigns for enforcement of the policies  
  • Facilitate activities that would enhance awareness on current trends in education and lifelong skills to empower parents, guardians and volunteers 

       4. Reporting 

  • Prepare and submit accomplishment reports to completion within agreed deadlines.  
  • Ensure proper documentation of effective practices of implementation process of the projects 
  • Comply with organizational policies and standards at all times in reporting incidences and concerns in the assigned area. 

       5. Compliance to Corporate Mandates 

  • Comply with all organizational policies and standards such as but not limited to Child Safeguarding Policy, Anti-Fraud, Whistle Blower Policy, and P&C, Finance and Operations policies and procedures 
  • Participation in any Country Office committee as requested  

      6. Personal Development 

  • Attends internally and externally facilitated training events, workshops, symposiums, studies, conferences to enhance level of performance. Maximize the use of ICT for greater awareness of local and global trends affecting development work.  
  • Accepts special objective assignments for skills enhancement and expansion.  
  • Shares learning to benefit others. 
  • Performs other tasks that are needed to ensure deliverables of project/program implementation will be met.

Essential qualifications 
Education 
  • Bachelor’s Degree in Social Worker, Sociology, Education, Health Sciences and other related courses. Graduates of other course may be considered if s/he has the experience and competency requirements of the role.   
Work experience 
  • Experience working with INGOs, preferably with child-rights organizations  
  • Minimum experience of 2 years in relevant roles 
  • Exposed and has knowledge in managing and implementing project outline.  
  • Ability to prioritize and manage a complex and varied workload, often with tight deadlines
