The external data collectors will focus on conducting the Post Distribution Monitoring (PDM) survey, as well as Key Informant Interviews (KII) and Focus Group Discussions (FGD) with target respondents from the five municipalities covered by the response project: Pilar, Castilla, and Donsol in Sorsogon; Manito in Albay; and Caramoran in Catanduanes. Moreover, they will carry out surveys and interviews using the tools developed by the Program CO, with support from the area teams.

TASKS AND RESPONSIBILITIES OF THE ENUMERATORS

Educo is seeking the services of PDM data collectors who will be responsible for conducting data collection through surveys and interviews with identified stakeholders. The data collectors will be contracted on a need-for-work basis, meaning this is not a full-time role. They will work under the direct supervision of the MEAL, with operational support from Area Teams of Alsor and Catanduanes.

Data collection will be conducted face-to-face, with data transmitted to the MEAL via the personal electronic devices of the data collectors. This approach enables the real-time monitoring of data collection, removes the need for printing paper survey forms, reduces errors in administering questions, and disregards the need for manual data entry.

The main tasks and responsibilities of the PDM data collectors are the following:

– Attend orientations and briefings required by the institution.
– Participate in training for conducting the PDM.
– Conduct courtesy visits to the Punong Barangay and/or community volunteers, presenting the letter of endorsement from Educo before data collection.
– With the support of the area team, secure consent from children and parents prior to data collection.
– Identify and contact randomly selected respondents, collecting data using the questionnaires developed and provided by the project.
– Accurately record responses using personal electronic devices or, when necessary, printed questionnaires.
– Ensure all items in the questionnaire are thoroughly checked and completed before submission. Data results will be submitted online every afternoon after fieldwork or upon access to an internet connection.
– Attend validation meetings, document feedback from participants, and collaborate with the MEAL and area teams.
– Identify and document challenges encountered during data collection and provide constructive feedback.
– Adhere to safeguarding policies, particularly in engaging with children, and comply with data management policies.

DELIVERABLES

The contract period of the enumerator is 15 days, and it includes one-day of training for conducting PDM and orientation on Educo policies, planning/feedback sessions, and validation/feedbacking meetings.

Each data collector is expected to conduct the interviews with her/his assigned communities or municipality and encode the result in solstice/kobo toolbox in not more than seven (7) working days. Target areas and names of respondents will be provided during training. The data collector will also document the feedback of participants during the validation of the results of the PDM results.

REQUIRED QUALIFICATIONS

– A resident of one of the municipalities listed above.
– Experience in data collection, administering surveys, and conducting interviews.
– Willingness to travel to other communities or municipalities within the provinces mentioned above.
– Willingness to use personal devices for data collection.
